萬國商標專利事務所陳孚竹專利師表示：
「台灣專利申請量每年下滑10個百分點。專利無效制度的程序不僅複雜且十分耗時，舉發無效成功率也是差強人意。」
The patent filing rate in Taiwan is declining by 10 percent annually, procedures for the invalidation are complicated and time-consuming and the success rate is unsatisfactory.
